- Trade Facilitation: Supporting e-governance solutions to simplify and expediate import and export procedures.
- Investment Promotion: Millennium’s principal Brian Hannon was part of a team that developed an investment fund concept that secured a $100 million commitment from an Overseas Private Investment Corporation (OPIC) for a $150 million Southeast Europe investment fund managed. The fund leveraged FDI in numerous Balkan investments and was so successful that more funding was secured from OPIC.
- Private Sector Competitiveness: Reforms in business enabling environment (BEE), trade, export development, and regulatory standards.
- Legal and Regulatory Reform: Drafting key commercial laws to promote trade and investment.

Bosnia and Herzegovina
E-Governance Activity
Millennium is working to strengthen and modernize government systems to reduce opportunities for corruption and improve their ability to deliver services efficiently and transparently and encourage greater economic participation and investment. The Millennium-developed BIMS (Border Inspections Management System) promotes seamless cross-border goods control in the Federation of Bosnia and Herzegovina, replacing an outdated and cyber insecure system.

This speeds up border clearance, benefiting all involved. Efficient and transparent inspections ensure compliance, prevent harm, and promote safe trade—driving economic growth and trade opportunities. Additionally, Millennium partnered with the Federal Administration for Inspection Affairs to develop an E-INSPECTOR to advance inspection management

Justice Activity in Bosnia and Herzegovina
Under a $9.4 million USAID ROL Task Order, Millennium undertook a series of diagnostic studies that leveraged EU peer review reforms. USAID noted in its CPAR “Although an EU‐led process, many peer review recommendations were adopted from the Contractor’s diagnostic studies and assessments conducted during this rating period as well as throughout the life of the contract. Adoption of the Contractor’s recommendations by the EU evidences the quality of the Contractor’s exceptional performance and focus in assisting BiH in its EU accession reforms. Consequently, the USG directly benefited from the Contractor’s performance during this rating period….”

Zambia
Global Accountability Program – Zambia Accelerating Transparency and Integrity Activity (ZATI)

The USAID Global Accountability Program, through the Zambian Accelerating Transparency and Integrity Activity (ZATI), collaborates with government partners to build consensus and develop solutions that support institutional and policy reforms. These reforms focus on beneficial ownership transparency in the private sector, asset disclosure, strengthening anti-corruption agencies, and improving public procurement transparency. By enhancing transparency, ZATI fosters a stronger business environment in Zambia, making the country more attractive for investment.
Key Accomplishments:
- Raised awareness of business registration by bringing services directly to the Chipata District market, providing local vendors and small business owners with resources to register their businesses.
- Surveyed Zambian businesses to gather input on improvements to Zambia’s company registration and tax systems
Ethiopia
Feteh Justice Activity in Ethiopia

Under the USAID ROL IDIQ contract, Millennium assisted Ethiopia’s Secretariat established in the Ministry of Justice (formerly the Attorney General Office) with drafting key commercial laws to promote trade and investment. This includes the adoption of the New York Convention on arbitration, training on model international contracts, adoption of bankruptcy and leasing laws, a new Financial Services Code modernizing banking and insurance regulations, and an overall review and redrafting of the Commercial Code.

- Ethiopia has established a legal framework to encourage foreign investment and trade
- Ethiopia’s Ministry of Justice has the capacity to draft and administer international agreements and contracts, and conduct oversight of administrative and regulatory procedures governing commercial activities
North Macedonia
Strengthening Resource Mobilization (SRMA)
Millennium is working with DT Global to build the public financial management capacity of North Macedonia’s Local Government Units (LGUs) to increase their own-source resources, access external funds, and enhance their budget execution rate in compliance with central government requirements.

Egypt
Economic Courts Activity (ECA)

In Egypt, Millennium is working with DPK TetraTech to improve the judicial framework and business environment through reforms in the Economic Court system. This initiative aims to enhance court efficiency, improve transparency, and foster a more responsive and fair legal environment for businesses.

Sri Lanka
Economic Analysis and Transport & Land Sector Reform
Millennium Partners assisted the MCC in conducting an in-depth economic analysis of Sri Lanka’s transport and land sectors, which were identified as key constraints to the country’s development. The findings helped shape the $480 million Millennium Challenge Account Compact, directing investment into strategic infrastructure and land reform projects.

Moldova
Governance Threshold Country Program (MGTCP)
Millennium Partners successfully managed the Moldova Governance Threshold Country Program (MGTCP), a $14.6 million, 2.5-year initiative funded by the MCC and managed by USAID. This program targeted key reforms in the judicial, tax, and healthcare sectors, contributing to broader anti-corruption efforts and economic modernization.

- Strengthened tax administration by creating a customer service call center and implementing e-declaration systems.
- Increased business tax compliance through online business tax filings and improved ICT infrastructure.

Rapid Governance Support Program
Millennium provided technical assistance to the Moldovan Customs Service to implement a National Customs Transit System that aligns with EU standards. This system has significantly enhanced Moldova’s ability to access EU markets, driving its export growth and boosting its competitiveness in the region.

Niger
Governance Threshold Country Program
Under the MCC-funded Niger Governance Threshold Country Program, Millennium led reforms in public procurement, land rights, and business registration. By developing a one-stop business registration platform, Millennium streamlined the process of starting a business, significantly reducing time and cost while improving Niger’s standing on the World Bank’s Doing Business Report.

Iraq
Private Sector Growth and Employment Generation
Millennium Partners has supported Iraq’s Ministry of Finance and Central Bank to implement accounting and auditing reforms aligned with international standards. Our work facilitated Iraq’s adoption of International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS), paving the way for greater foreign investment and improved competitiveness.
