Olivia Pirtac-Goaga served as the Chief of Party for Millennium Partners’ Access to Justice in Moldova Project (2019-2023) funded by the U.S. Department of State’s Bureau for Democracy, Human Rights, and Labor (DRL). With over 20 years of experience in Moldova, she’s a seasoned rule of law professional specializing in human rights, access to justice, justice reform, and more. Ms. Pirtac-Goaga has extensive project management experience in activities funded by DRL, USAID, the EU, and the UN and has authored 40+ publications on critical issues on subjects such as freedom of expression, hate speech, access to information, discrimination, and access to justice.

Under her leadership, the Access to Justice in Project (ATJ) significantly improved the quality of justice in Moldova, despite economic and political crises. This effort resulted in vital legal aid to a wide range of vulnerable groups, spanning from disabled Moldovan citizens to Ukrainian refugees. In Olivia’s words: “For three and a half years, the Access to Justice Project in Moldova brought justice closer to the common person, providing qualified legal assistance and breaking barriers to access.”
