MOLDOVA RAPID GOVERNANCE SUPPORT PROGRAM
The Moldova Rapid Governance Support Program (MRGSP) began on March 1, 2010 and ended on November 30, 2011. It was designed to provide rapid flexible support to the then new Government of the Republic of Moldova. The areas where assistance was given include:
- Support for the design and implementation of the eTransformation strategy of the Government of Moldova
- Support for the design and reform of judicial administration
- Support for the Agency for Payments and Interventions in Agriculture (AIPA)
- Support for the design of new IT systems (NCTS) for the Customs Service
A centerpiece of the work Millennium provided was to support the design and implementation of Government’s eTransformation strategy. This included:
- Preparing feasibility studies to support the successful application by the Government of Moldova for a credit of $20 million from the World Bank to support eTransformation. The World Bank Board approved the government’s application for a credit based on more than 30 reports prepared by MRGSP.
- Providing TA to staff of the eGovernance Center (eGC) during the design and early stages of implementation of the eGC that was created by Government of Moldova order in August 2010.
- Supporting the design and development of the program for the development of eServices to be implemented with eGC support including technical concepts and requirements to serve as the basis for tenders for the procurement of services for their development.
- Supporting the design of an “Open Government” and “Innovation Fund” strategy for the eGC — including conducting, in collaboration with the US State Department, a Tech Camp on Open Government Data bringing together users and suppliers of open government data and potential developers of applications to allow the easy analysis and use of data.
- Drafting the technical concept, requirements and specifications for tenders to procure goods and services necessary for implementing the first phase of M-Cloud.
The major accomplishments under the Judicial Component include:
- Enhancing the functionality of the Integrated Case Management Software (ICMS) to include case weights in the random distribution module and a statistics module
- Improving the functionality and design of the courts web portal
- Training judges and court staff in the use of the new ICMS versions and the audio recording software
- Developing 59 new judicial statistics reports, as well as case weights
- Replacing 44 court ledgers with a single Register of Action Card
- Developing a Procurement Guide for the Judiciary
- Training court presidents, court administrators and accountants in modern practices of budget management
- Producing quarterly monitoring reports on the activity of the Center for Special Telecommunications (CTS) that supports equipment and software in courts
- Building sustainable relations with counterparts in other countries in the region.
