Harnessing Technology to Improve Efficiency and Transparency

Information Technology (IT)  has become an important tool in host country efforts to combat corruption, promote accountability, and enhance efficiencies in the delivery of services to the public. Millennium Partners, together with a small consortium of uniquely skilled IT professionals, has been implementing IT solutions— including ICMS, e-government, e-signature, and e-procurement systems— in various countries since 2007.

Currently, Millennium Partners, under its majority-owned company Millennium DPI Partners (MDPI), is implementing the Open Justice Project in Moldova to create a more efficient and transparent judicial system using advanced technological tools such as a vastly upgraded Integrated Case Management System (ICMS) that will be interoperable with other e-government  platforms and function on the “M-Cloud” managed by the Moldova e-Gov Centre.

Millennium Partners also implemented the Moldova Governance Threshold Country Program (MGTCP) which included creating Moldova’s first integrated case management system (ICMS) to improve efficiencies, transparency, and fairness in the Moldovan court system.  This innovative system, developed through business process mapping and full system architecture design and software development using Microsoft ASP.net®, led to a fully functional and highly used program in over 50 Moldovan courts. As a result of this project, Moldova is leading the region in e-governance systems and reforms.

E-Government: Millennium Partners under its $2.7 million Rapid Governance Support Program advised the Moldovan State Chancellery on the development of an e-Government Centre and a program to create interoperability among Moldova’s ministries to better serve the public.  Millennium Partners supported the development of the e-Government Centre from its inception developing e-services and undertaking feasibility studies that led to a $20 million World Bank loan to support e-Government development.

Legal Databases: Millennium’s partner LexisNexis, a pioneer in the field of developing searchable legal databases, is helping governments and legal communities improve access to laws and regulations. LexisNexis has recently successfully organized and converted paper based laws (often in deplorable condition) into fully digitized databases for South Africa, Ghana, Mauritius, and Nigeria.
